Most all flash animations are made using Vector graphics, these are computer generated images made of mathematically calculated shapes. Because the computer "draws" the shapes, they can be scaled to any size and still retain their appearance. Raster images are ones such as JPEG and GIF that are rendered with pixels. If you tried to scale up a raster image like a vector one, you will get distortions and pixelation the larger you go.
